Bill was Matsuura Yuu's roommate in New York. When they first meet, Jenny hinted that Bill likes guys, not girls. This made Yuu uncomfortable but he seemed to genuinely like Bill so he didn't let that come between them. Bill is very quiet and sensitive and he and Yuu have become really good friends. Jenny's instincts later turned out to be spot on. Once both boys arrived in Phoenix Tokyo, they experimented, and became lovers. Bill consorts exlclusively with men now.
Their relationship has become at the same time closer, and more distant as other people come into their lives. Currently Bill is working at the Flower Shop owned by the Weiss boys, and attending Mariboshi University, studying to be an Art Major.
Since coming to Phoenix Tokyo, life has been hard for Bill, occurances from good to bad, have left marked on his soul and psyche. He was viciously raped, mentally and physically by a Psychotic Telepath, found brief love, quickly taken away in a boy Telekinetic, then when he slipped into his darkest days of dispair, sold himself as a catamite to the wealthy Japanese businessmen of the city. That all now, thankfully is past him, and deeply buried and forgotten. For now.
He continues his studies at Maraboshi University and working at the Koneko Flower Shop.
